AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
